Gen-Z and Nepal Government - 10-Point Agreement
A 10-point agreement has been reached between Gen-Z and the current interim government three months after negotiations began. Prime Minister Sushila Karki and representatives of several Gen-Z groups signed the agreement at the Office of the Prime Minister on Wednesday.
On behalf of the government, Prime Minister Karki signed the agreement, while Bhoj Bikram Thapa (father of a Gen-Z martyr) signed on behalf of Gen-Z.
The government reached the agreement with groups including the Gen-Z Movement Alliance, the Council of Gen-Z (Sudhan Gurung faction), and the Gen-Z Front (Raksha Bam faction). The agreement includes matters ranging from the formation of a constitutional reform commission to electoral reform.
Main Points
1. Compensation for martyr and injured families
2. Impartial investigation of incidents related to the people’s movement
3. Control of political and policy-level corruption
4. Free and fear-free electoral reforms
Ensuring voting rights for Nepalis abroad, legal reforms to make party and candidate expenditures transparent. Adding a ‘NOTA’ option to the ballot. Mandatory primary elections within political parties. Limiting party presidents/chairs to a maximum of two terms.
5. Formation of a Constitutional Review and Reform Commission
Public consultations within three months for constitutional review. Detailed recommendations on proportional representation, corruption control, judicial independence, structural reforms, term limits, minimum candidate age (21 years), and more.
6. Full proportional inclusion
Ensuring representation of women, Dalits, Indigenous nationalities, Madhesis, Tharus, Muslims, persons with disabilities, marginalized communities, farmers-workers, backward regions, and economically disadvantaged Khas-Arya in all state mechanisms.
7. Transparency and accountability
Strengthening provisions for making government decisions, expenditures, and processes public. Making past investigation commission reports public according to law. Implementing transparent and competitive systems for appointments to public positions.
8. Freedom of expression and digital freedom
Legal and technical reforms to ensure freedom of expression and data security on digital platforms.
9. Formation of a Gen-Z Council
Forming a “Gen-Z Council” to fulfill the objectives of the people’s movement and ensure youth representation in government mechanisms.
10. Implementation of the agreement
The agreement comes into effect from the date of signing.
